Communications channels can be treated in different ways in games. You can have the convenient "it just works" version, and the adventurers never need to worry about it. Or you can make communication difficulties a significant obstacle or challenge.
Low tech campaigns may have ingenious but low-tech methods of communicating over long distances. Think the signal beacons from Lord of the Rings. Semaphore. The Pony Express.
For high tech worlds, there is of course radio. But that can be subdivided into many different technologies with different capabilities: voice, video, and data of different capacities. And there are many ways it can go wrong, be blocked, or be spotty, leading to potentially interesting workarounds or adventures to try and fix things.
Commentary by memnarch (who has not seen the movie)
Hmmm. Partial toss-up on if this call is in the movie as well. I really don't see why Rey would want to keep talking to Kylo, but it's happened at least twice so far. Luke seems to have caught this call again and is looking for Rey if it is true. He's definitely concerned about something, and the weather seems unlikely to be the source. After a decade or two or whatever it was on this island, this can't be the biggest storm he's seen. I'd say Luke could probably shut the call down remotely, but that wouldn't be something that could be shown on screen so that can't happen either way.

GM: You’re back in the grotto, looking at your reflection.
Rey: No portentous allegorical self-decapitating? Disappointing.
GM: The Dark Side has closed itself to you.
Rey: I go back to my hut. I want to Force call Kylo Ren again.
Kylo Ren: What is it this time?
Rey: I sought the Dark Side, looking for answers. All I found were more questions.
Kylo Ren: Funny how that happens.
GM: Through the raging storm outside, Luke senses the Force connection between Rey and Kylo.
[SFX]: Ke-raack! {thunder}
Luke: Damn that girl. Using all the Force bandwidth again.
Luke: No wonder my game of World of Wookiees is laggy.
