The huge impressive villain base is a staple of all good cinematic fiction. The architecture should be several orders of magnitude greater than required, with lots of vast rooms with ridiculously high ceilings.

If it's inside a hollow volcano, all the better.

The highest security stuff is always either at the very top, or the very bottom. You can easily tell which by figuring out how many levels are in both directions. One level of basement and 15 levels above you? The good stuff is up top. One floor above you, but an underground complex that's multiple levels? Better head down the stairs. Even if you think you found the best treasure on the ground floor, guaranteed there's something better on the top/bottom floor (usually with increasingly difficult mooks on each floor).

At some point, I hope a GM hides the valuables on the first floor, just to watch the players climb a 20 storey tower and discover that actually, the best loot was in the foyer.

"Look inconspicuous.". Like a combat robot has any other way to look than being a combat robot.

Panel 3 shows that wherever they are, it's big.

But how is a random stormtrooper expected to know where the high-security data is? And why wouldn't the high-security data be in the Chamber of Secrets? If you think about it, the Chamber of Secrets should hold your secrets.

Train PA System: This train has arrived at Scarif Tower. Mind the gap.
Cassian: Follow me. Look inconspicuous.
{They enter Scarif Tower to find a large foyer area crawling with Imperial troopers and officers}
Bria: Hey, you! Where's the highest level data stored?
Clone Trooper: At the top. But nobody's allowed in there.
Bria: That's cool. We just want to make sure we don't accidentally go there.
Clone Trooper: Well in that case, stay away from the Chamber of Secrets too.
Bria: Oh! Where's that?
Clone Trooper: Down that corridor, through the bathroom, third door on the left.
Bria: We'll keep right away from it!
