To make a campaign world feel real and "lived in", it should have some timeless traditions. The good thing is, these don't have to be explicable. After all, how do you explain cheese rolling, or ice swimming, or bog snorkelling?
So next time you feel like making your players' characters' lives difficult, tell them they have to take part in the local bear tugging tournament. After all, it's expected!

Yoda: Why he didn't apply the usual way like Master Obi-Wan, we'll never know.
Anakin: Obi-Wan? You're on the Council?
Obi-Wan: Yes. There were some openings after the Geonosis battle.
Obi-Wan: So I sent in my resumé and... whaddya know? I finally got the call up yesterday.
Mace Windu: It had been sitting in my in-tray for who knows how long.
Anakin: I'm... very happy for you.
Yoda: Anakin, pleased to see you, we are.
Yoda: Your first duties are to wash the windows, take out the garbage, and get some snacks for the Council.
Yoda: Oh, and while you're out, get some rainbow-coloured laser swords.
Anakin: That's ridiculous! And demeaning!
Obi-Wan: You don't want to know what Yoda got me to do yesterday.
