If you have a player who is always first in line for a fight, wading in to dangerous situations without a thought for personal safety or the consequences of failure, then it makes sense to give them a more passive role sometimes. Give them a job where their responsibility is to be thoughtful and avoid conflict.
It should keep them out of trouble for a few minutes.

Palpatine: Thank you for coming to Coruscant despite the danger, Senator.
Padmé: No problem. I'm looking forward to commanding this army.
Palpatine: Actually, there are two important issues. Your vote for rebuilding the moon of Naboo will be a strong symbolic message of peace.
Padmé: You're rebuilding the moon?
Palpatine: Of course. It's of great cultural and spiritual value to the Gungans.
Padmé: Hmmm. It would re-establish the tides... ...and restore the natural hydrological cycle of the planet...
Palpatine: Exactly.
Palpatine: Unfortunately, the plans for the new moon have been stolen.
Jar Jar: Oh no!
Palpatine: I've contacted Obi-Wan and Anakin to recover them; I'd like you to supervise their investigation.
Padmé: Cool, a mission!
Palpatine: As Senator for Naboo, your role will be primarily advisory.
Padmé: I'll need some weapons.
