ROT13, for those who don't know, is a simple method of encoding text which consists of replacing letters by letters 13 places away in the alphabet. So "Monk", for example, becomes "Zbax".
ROT13 is a popular encoding for text that is intended to have some minimal level of protection against accidental reading, without actually preventing anyone who wants to read it from doing so, such as movie spoilers. It's convenient because if you apply ROT13 to a ROT13 encoded text, you get back the original text - so you only need a single algorithm for both encryption and decryption. Of course, it has become popular enough that certain people of a certain level of geekiness can now simply read ROT13 text without even bothering to decode it.
In a bizarre twist, "Monk" in ROT16 is "Ceda". Maybe Qui-Gon knows more than we think...

Yoda: Only in a few cases did it work, but bad side effects there were.
