Weather doesn't come into roleplaying games much. It's mostly just glossed over and everyone assumes the weather is nondescriptly fine for whatever purpose. Try throwing in some more unpleasant weather every now and then for the effect of realism and setting the atmosphere.
And make sure you have some random NPCs do nothing but complain about the weather.
[Reminder: Our guest commentators have not seen Rogue One. Part of the fun is seeing how their untainted impressions re-interpret the movie through the lens of our comic.]
Kill the workers. Classic sign of a bad villain.
There must be something in the Evil Overlord List that tells you not to do this. Something about word getting around that your workers die, unable to get workers in the future, inciting rebellions, etc.
But at least now, we know who the bad guy is. And we know that Bodhi is not able to hear the microphone. And Bodhi probably saw him kill everyone. So Bodhi isn't going to become a traitor and turn them in.

Galen really likes his PowerPoints doesn’t he?
And it seems Bodhi has been able to hear these conversations. Is defection imminent?
As that one guy showed, many in the Empire think they're the "good guys". Bodhi also presumably thinks he's one of the good guys.
Thankfully, he's with Cassian right now, and he's definitely the best candidate for showing off how the Rebels are the good guys.
Look at that, Cassian's existence is helpful.

Bodhi: What are they saying now?
Galen: ... You bastard!
Krennic: You're not going soft on me, old man?
Galen: We needed all of that data! I had some important presentations in there!
Scientist 1: Commander, for the record, what you used our research for... it's just wrong.
Scientist 2: I agree. This isn't what I signed up for. I thought we were the good guys.
Krennic: Oh, anyone else have an opinion?
Scientist 3: Can we have this conversation inside? It's pouring out here.
Galen: Why are your troops pointing weapons at my men? They're loyal subjects of the Empire.
Krennic: And they've fulfilled their purpose admirably.
