Baiting the trap, a classic villain ploy. Kidnap someone the hero/es care about and place them in peril. Or at least what the heroes perceive as peril.

But what about having the heroes employ the same tactic against the villain? Not all villains are completely heartless - they may well have some loved ones of their own. Or at least some personal possession which is important to them for some reason. Lure them out of hiding with it.

(We're far from the first to suggest this tactic. A certain fellowship of hobbits, men, a dwarf, and an elf, led by a wizard, tried this one.)

Ugnaught 1: {quietly} Brother, have you heard the truth?
Ugnaught 2: {quietly} The Variant Reader's Codex? Will you quit with that already?
Ugnaught 1: {quietly} Just read it. It'll change your life.
Darth Vader: This facility is crude, but it should be adequate to freeze Senator Organa. I sense that Starkiller has feelings for her. Knowing she is in danger will draw him to me.
Lando: Lord Vader, we only use this facility for alcohol freezing. If you put her in there, it might kill her. I can't condone that in my jurisdiction.
Darth Vader: This is no longer your jurisdiction. However, I too do not want the Senator damaged. We will test it... on that fool who took a pot-shot at me.
Lando: What?
Imperial Soldier: Lord Vader, ship approaching. X-wing class.
Darth Vader: At last, the hour of destiny is at hand. The son I never knew shall be avenged.
Imperial Soldier: Sir?
Darth Vader: Starkiller is in that ship.
{beat}
Lando: Well, that was quick.
